Ohio House approves bill prohibiting arrest and citation quotas

The Ohio House of Representatives has passed Senate Bill 114, as announced by State Representative Kevin Miller (R-Newark). This bill is a companion to HB131 and aims to eliminate the practice of requiring law enforcement officers to meet arrest or citation quotas.

Miller emphasized the importance of this legislation, stating, "Our law enforcement professionals are not revenue generators. This legislation prohibits them from being used as such. Thank you to Senator Patton for spearheading this legislation with us. It’s long overdue."

Senate Bill 114 includes several key provisions:

- It prohibits any law enforcement official or agency from using quotas as a basis for evaluating, promoting, compensating, transferring, or disciplining an officer.

- The bill also forbids requiring or suggesting that an officer must meet a quota and offering benefits based on meeting quotas.

- The Attorney General is tasked with creating a form for police officers to report quota use violations anonymously or with disclosed identity. The Attorney General will investigate these reports and can issue cease and desist orders if violations are found.

The bill now awaits further consideration by the Governor.
