Ohio Governor Mike DeWine has signed Senate Bill 114 into law, a measure that prohibits law enforcement agencies from requiring officers to meet arrest or citation quotas. The bill, which is companion legislation to House Bill 131 led by State Representative Kevin Miller (R-Newark), aims to address concerns about the use of quotas in policing.
The new law prevents law enforcement officials or agencies from establishing plans that use quotas as a basis for evaluating, promoting, compensating, transferring, or disciplining officers. It also bars agencies from requiring or suggesting that officers must meet quotas and from offering benefits based on meeting such targets.
Senate Bill 114 includes provisions for oversight and reporting. The Ohio Attorney General is required to create a form for police officers to report violations related to quota use. The Attorney General’s office will investigate these reports and can issue cease and desist orders if violations are found. Officers have the option to submit reports anonymously or with their identity disclosed.
